I have called a public meeting to discuss rail services in the area, ahead of the decision next year on the renewed franchise for the South West rail area. I have also launched a campaign for better disabled access at local stations.
Two train companies, First South Western and current operator Stagecoach South West, have been shortlisted by the Department for Transport for the new franchise beginning in 2017 and I have arranged for representatives of both companies, together with Network Rail, to give a presentation and answer questions at a meeting at the end of this month.
I have also launched a campaign for better step-free access at two local stations, which are currently difficult to access for wheelchair-users and those with mobility difficulties. At Portchester station, there is no ramp for train access, no wheelchair access to the ‘up’ platform towards Southampton, and the down platform to Portsmouth is only accessible via a very steep ramp. At Swanwick, platform 2 towards Portsmouth is not accessible to wheelchair users. After writing to Network Rail asking for action to improve the situation, I have been told there are no plans for improvements. A reply from the Route Managing Director for the Wessex Region of Network Rail said:
‘There is high demand for accessibility improvement schemes and upgrades for stations across the country and I understand that the Department [for Transport] has committed all of its funding for such projects up to 2019. I am sorry to say that improvements at Swanwick and Portchester stations are not included in the current plans.’
The letter goes on to say that although central funding is not available, Network Rail ‘would be happy to support and advise any local partners that may wish to fund independent projects at the stations.’
In my view, the lack of proper access at these stations is a real concern, making it almost impossible for those with mobility difficulties to use the services the rest of us take for granted. It means that wheelchair users, and those with pushchairs or requiring walking aids, are able to travel to Portsmouth from Portchester station, but not from Swanwick - and to Southampton from Swanwick, but not from Portchester. As most of these people drive a car, it makes it unfeasible to park at a station and complete a return journey. It’s a real inconvenience to a significant number of people, and it needs to be sorted. I’m launching a campaign to see if we can secure funding for these improvements, and I’m pleased Network Rail are open to discussing potential options. There are also a range of issues with the rail service which have been raised with me, and which I hope will be addressed in the new franchise. The meeting I’m holding with First Group will provide an opportunity for them to set out their plans for the service and to answer questions from local people.
